Your Committee on Finance, to which was referred S.B. No. 1120, S.D. 1, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO TRANSPORTATION,"

begs leave to report as follows:

The purpose of this measure is to:

(1) Require the Department of Transportation to conduct a feasibility study on implementing a clean fuel standard for alternative fuels in the State; and

(2) Require the Department of Transportation to adopt rules governing a clean fuel standard for alternative fuels in the State by January 1, 2028.

Your Committee received testimony in support of this measure from Clean Energy; Neste; NXTClean Fuels, Inc.; Low Carbon Fuels Coalition; EcoEngineers; Biotechnology Innovation Organization; Oberon Fuels; and two individuals. Your Committee received comments on this measure from the Department of Transportation; Twelve Benefit Corporation; Infinium Operations, LLC; Island Energy Services, LLC; Oahu Metropolitan Planning Organization; Amazon; Par Hawaii; Blue Planet Foundation; Alaska Airlines; Hawaiian Airlines; and Coalition Earth.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1120, S.D. 1, H.D. 1, and recommends that it pass Third Reading.
