     Your Committee on Energy & Environmental Protection, to which was referred S.B. No. 1120, S.D. 1, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO TRANSPORTATION,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Require the Department of Transportation to conduct a feasibility study on implementing a clean fuel standard for alternative fuels in the State; and

 

     (2)  Require the Department of Transportation to adopt rules governing a clean fuel standard for alternative fuels in the State by January 1, 2028.

 

     Your Committee received testimony in support of this measure from the Department of Transportation; Neste; Clean Fuel HI Coalition; Amazon; Oahu Metropolitan Planning Organization; Clean Energy; Island Energy Services, LLC; Low Carbon Fuels Coalition; Clean Fuels Alliance America; Twelve Benefit Corporation; Infinium Operations, LLC; Blue Planet Foundation; and one individual.  Your Committee received testimony in opposition to this measure from the Energy Justice Network; Green Party Of Hawaiʻi; Environmental Caucus of the Democratic Party of Hawaiʻi; and two individuals.  Your Committee received comments on this measure from Alaska Airlines; Hawaiian Airlines; Par Hawaii; and Coalition Earth.

 

     Your Committee finds that the State's largest source of lifecycle greenhouse gas emissions is transportation and there is an urgent need to encourage more sustainable transportation fuel options.  Your Committee recognizes that in order for the State to effectively transition away from traditional fuels, clean fuel standards for alternative fuels would provide the necessary lower-carbon-emitting targets and incentives for alternative fuels.

 

     As affirmed by the record of votes of the members of your Committee on Energy & Environmental Protection that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1120, S.D. 1, H.D. 1, and recommends that it be referred to your Committee on Finance.
