Madame:

 

     Your Committee on Judiciary & Hawaiian Affairs, to which was referred S.B. No. 1102, S.D. 2, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO THE AIRCRAFT RESCUE FIRE FIGHTING UNIT,"

 

begs leave to report as follows:

 

     The purpose of this measure is to specify the appointment processes and terms for the Fire Chief of the Hawaii State Aircraft Rescue Fire Fighting Unit of the Airports Division of the Department of Transportation.

 

     Your Committee received testimony in support of this measure from the Department of Transportation.

 

     Your Committee finds that the existing classification of the Fire Chief of the Hawaii State Aircraft Rescue Fire Fighting Unit as a civil service position limits the Department of Transportation's ability to ensure consistent leadership and accountability.  Transitioning this role to an appointed position would require reclassification through the Department of Human Resources Development and agreement from the appropriate labor representative.  This measure authorizes the Director of Transportation to appoint the Fire Chief, promoting strategic leadership, continuity in operations, and a clearly defined term to support long-term planning and enhanced oversight.

 

     Your Committee has amended this measure by making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary & Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1102, S.D. 2, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 1102, S.D. 2, H.D. 2.
