Madame:
Your Committee on Transportation, to which was referred S.B. No. 1102, S.D. 2, entitled:
"A BILL FOR AN ACT RELATING TO THE AIRCRAFT RESCUE FIRE FIGHTING UNIT,"
begs leave to report as follows:
The purpose of this measure is to specify the terms and appointment processes for the Chief of the Aircraft Rescue Fire Fighting Unit of the Airports Division of the Department of Transportation.
Your Committee finds that the existing Chief of the Aircraft Rescue Fire Fighting Unit is a civil service position and that conversion of this position to an appointed position would require a reclassification with the Department of Human Resources Development and consent of the exclusive representative. This measure would enhance accountability and leadership stability by allowing the Director of Transportation to appoint the Chief.
Your Committee has amended this measure by:
(1) Authorizing, instead of requiring, the Director of Transportation to appoint the Chief from a list of five qualified candidates, rather than three, subject to the advice and consent of the Senate, and requiring the Director to give strong consideration and prioritize those candidates;
(2) Specifying that no Chief shall be appointed to more than two consecutive terms;
(3) Changing the effective date to July 1, 3000, to encourage further discussion; and
(4) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1102, S.D. 2, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 1102, S.D. 2, H.D. 1, and be referred to your Committee on Judiciary & Hawaiian Affairs.
