Your Committee on Ways and Means, to which was referred S.B. No. 1083, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO PORT INFRASTRUCTURE,"
begs leave to report as follows:
The purpose and intent of this measure is to appropriate moneys to the Department of Land and Natural Resources to conduct maintenance dredging at state small boat harbors.
Your Committee received written comments in support of this measure from the Department of Land and Natural Resources, Calypso Charters, Ocean Tourism Coalition, Maui Hotel and Lodging Association, and two individuals.
Your Committee finds that the current process of funding dredging work through the capital improvement project budget contributes to delay and increased cost for the work. Adding moneys to the base budget of the Division of Boating and Ocean Recreation will allow the division to conduct proactive maintenance dredging and forego unnecessary expense and delay in completing this necessary work.
Your Committee has amended this measure by:
(1) Codifying in the Hawaii Revised Statutes certain requirements pertaining to annual funding requests for maintenance dredging at state small boat harbors; and
(2) Making technical, nonsubstantive amendments
for the purposes of clarity and consistency.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1083, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 1083, S.D. 2.
