     Your Committee on Finance, to which was referred S.B. No. 1065, S.D. 2, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO SKILLS-BASED HIRING,"

 

begs leave to report as follows:

 

     The purpose of this measure is to prohibit the State, including its departments, agencies, or political subdivisions, from requiring a bachelor's degree as a qualification for a state or county position, unless the knowledge and skills required to perform job duties can only be obtained through the culmination of coursework in a bachelor's degree program.

 

     Your Committee received testimony in support of this measure from the Department of Accounting and General Services; Hawaiʻi State Council on Developmental Disabilities; Grassroot Institute of Hawaii; and three individuals.  Your Committee received comments on this measure from the Department of Budget and Finance and Department of Human Resources Development.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1065, S.D. 2, H.D. 1, and recommends that it pass Third Reading.
