     Your Committee on Ways and Means, to which was referred S.B. No. 103, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO ELECTRIC VEHICLE BATTERIES,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to establish a  two-year Electric Vehicle Battery Recycling and Reuse Working Group within the Hawaii State Energy Office to provide recommendations on electric vehicle battery reuse, recycling, and best management practices. 

 

     Your Committee received written comments in support of this measure from the Department of Health; Hawaii State Energy Office; County of Hawaii Department of Environmental Management; Sierra Club of Hawaii; Hawaii Electric Vehicle Association; Servco Pacific Inc.; Alliance for Automotive Innovation; Mr. K's Recycle and Redemption Center Inc.; Coalition Earth; Redwood Materials, Inc.; and four individuals.

 

     Your Committee received written comments on this measure from Radius Recycling.

 

     Your Committee finds that the working group established by this measure will help inform policies to ensure the responsible and sustainable management of electric vehicle batteries at the batteries' end of life.

 

     As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 103, S.D. 1, and recommends that it pass Third Reading.
