     Your Committee on Agriculture and Environment, to which was referred S.B. No. 1015 entitled:

 

"A BILL FOR AN ACT RELATING TO TRANSPORTATION,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to require self-service stations to put Public Utilities Commission-approved labels on gas dispensing equipment to advise consumers on the effects of fossil fuel consumption to human health and the environment.

 

     Your Committee received testimony in support of this measure from Gröna Mobilister and three individuals.

 

     Your Committee received testimony in opposition to this measure from the Hawaii Energy Marketers Association and one individual.

 

     Your Committee received comments on this measure from the Department of Agriculture, Public Utilities Commission, and two individuals.

 

     Your Committee finds that eco-labels are a critical tool in climate change mitigation and adaptation necessary to protect public health and the State's finite natural resources from emissions emitted by fossil fuel consumption.

 

     As affirmed by the record of votes of the members of your Committee on Agriculture and Environment that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1015 and recommends that it pass Second Reading and be referred to your Committee on Commerce and Consumer Protection.
