Sir:

 

     Your Committee on Judiciary, to which was referred S.B. No. 1008 entitled:

 

"A BILL FOR AN ACT RELATING TO PARKING,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to authorize the counties to adopt ordinances to enforce the accessible parking space requirements for parking spaces reserved for persons with disabilities and electric vehicles.

 

     Your Committee received testimony in support of this measure from the Disability and Communication Access Board, NAIOP Hawaii, one member of the Maui County Council, and six individuals.

 

     Your Committee received testimony in opposition to this measure from the Retail Merchants of Hawaii.

 

     Your Committee finds that designated parking spaces for both electric vehicles and individuals with disabilities are necessary for the State's transportation infrastructure.  The lack of parking enforcement is a pressing issue in the State, that has further impaired individuals ability to access necessary parking amenities.  By allowing the counties to adopt ordinances to enforce accessible parking space requirements, this measure will ensure reserved parking spaces for persons with disabilities and drivers of electric vehicles.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1008 and recommends that it pass Third Reading.
