Madame:

 

     Your Committee on Education, to which was referred H.R. No. 91 entitled:

 

"HOUSE RESOLUTION REQUESTING THE DEPARTMENT OF EDUCATION TO PROVIDE STUDENTS WITH INFORMATION PERTAINING TO CHANGES TO GUN SAFETY AND STORAGE LAWS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to request the Department of Education to provide students with information pertaining to changes to gun safety and storage laws.

 

     Your Committee received testimony in support of this measure from one individual.

 

     Your Committee finds that the presence of unsecured or improperly stored firearms significantly increase the risk of unintentional injuries and death among children.  To address the prevalence of unsecured or improperly stored firearms, numerous states, including Hawaii, have passed or are considering the passage of secure storage laws to prevent unauthorized firearm access by children.  Your Committee believes that parents and members of households should be actively updated as to any changes to gun safety requirements, including secure storage laws, and finds that the Department of Education is best situated to inform students, parents, and educators on gun safety and storage laws, including any updates to those laws.

 

     Your Committee has amended this measure by:

 

     (1)  Clarifying that the Department of Education is requested to post publicly accessible information on its website pertaining to changes to gun safety and storage laws, rather than provide the information to students, to ensure that students, parents, and educators have up-to-date resources on secure firearm storage requirements; and

 

     (2)  Amending its title in accordance with its amended purpose.

 

     As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee concurs with the intent and purpose of H.R. No. 91, as amended herein, and recommends its adoption in the form attached hereto as H.R. No. 91, H.D. 1.
