Your Committee on Energy & Environmental Protection, to which was referred H.R. No. 63 entitled:

"HOUSE RESOLUTION REQUESTING THE DEPARTMENT OF TRANSPORTATION TO FACILITATE AND ACCELERATE THE ADOPTION OF SUSTAINABLE AVIATION FUELS TO DECARBONIZE HAWAIʻI'S TRANSPORTATION SECTOR AND SUPPORT THE STATE'S CLIMATE GOALS,"

begs leave to report as follows:

The purpose of this measure is to request the Department of Transportation to facilitate and accelerate the adoption of sustainable aviation fuels to decarbonize Hawaiʻi's transportation sector and support the State's climate goals.

Your Committee received testimony in support of this measure from Par Hawaii; Pono Pacific; Hawaiʻi Renewable Fuels Coalition; Alaska Airlines; Hawaiian Airlines; Coalition Earth; Island Energy Services; Life of the Land; Japan Airlines; and four individuals. Your Committee received testimony in opposition to this measure from the Energy Justice Network; Environmental Caucus of the Democratic Party of Hawaiʻi; and one individual.

Your Committee finds that sustainable aviation fuels offer a viable, more environmentally-friendly alternative to traditional aviation fuels and can help the State meet its climate goals. This measure ensures collaboration among various state departments and private entities in efforts to accelerate the adoption of sustainable aviation fuels.

Your Committee has amended this measure by:

(1) Clarifying the State's greenhouse gas emissions goals; and

(2) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

As affirmed by the record of votes of the members of your Committee on Energy & Environmental Protection that is attached to this report, your Committee concurs with the intent and purpose of H.R. No. 63, as amended herein, and recommends that it be referred to your Committee on Transportation in the form attached hereto as H.R. No. 63, H.D. 1.
