     Your Committee on Transportation, to which was referred H.R. No. 43 entitled:

 

"HOUSE RESOLUTION URGING THE CITY AND COUNTY OF HONOLULU TO WORK WITH STAKEHOLDERS TO CONSTRUCT AN EMERGENCY ACCESS ROAD ON THE WAIʻANAE COAST,"

 

begs leave to report as follows:

 

     The purpose of this measure is to urge the City and County of Honolulu to work with stakeholders to construct an emergency access road on the Waianae coast.

 

     Your Committee received testimony in support of this measure from the Hawaii Military Affairs Council and nine individuals.

 

     Your Committee finds that ensuring multiple emergency access routes is critical to public safety, particularly in communities with limited road infrastructure.  The devastating impact of the 2023 Lahaina wildfire highlighted the dangers posed by inaccessible evacuation routes, reinforcing the need for improved emergency planning.  This measure aims to ensure residents have a safe and reliable evacuation route in the event of a disaster.

 

     Your Committee has amended this measure by making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee concurs with the intent and purpose of H.R. No. 43, as amended herein, and recommends that it be referred to your Committee on Public Safety in the form attached hereto as H.R. No. 43, H.D. 1.
