STAND. COM. REP. NO. 1932

Honolulu, Hawaii

RE:    H.C.R. No. 71

Honorable Ronald D. Kouchi

President of the Senate

Thirty-Third State Legislature

Regular Session of 2025

State of Hawaii

Sir:

Your Committee on Transportation and Culture and the Arts, to which was referred H.C.R. No. 71 entitled:

"HOUSE CONCURRENT RESOLUTION REQUESTING THE KO OLINA GOLF CLUB OWNERS AND MANAGEMENT, IN COORDINATION WITH THE DEPARTMENT OF TRANSPORTATION, TO IMPLEMENT MEASURES TO PREVENT GOLF BALLS FROM REACHING FARRINGTON HIGHWAY,"

begs leave to report as follows:

The purpose and intent of this measure is to request the Ko Olina Golf Club owners and management, in coordination with the Department of Transportation, to develop and implement measures to prevent golf balls from landing on Farrington Highway.

Your Committee received testimony in support of this measure from three individuals.

Your Committee received comments on this measure from the Ko Olina Golf Club.

Your Committee finds that certain golf holes at the Ko Olina Golf Club run adjacent and in close proximity to Farrington Highway, which is used by up to fifty-four thousand daily commuters.  Your Committee further finds that there has been a rise in reports of golf balls hitting cars driving alongside Ko Olina Golf Club and landing on Farrington Highway which poses a significant safety hazard to pedestrians and drivers.  Your Committee concludes that additional measures are necessary to prevent golf balls from landing on Farrington Highway and potentially hurting people.

As affirmed by the record of votes of the members of your Committee on Transportation and Culture and the Arts that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 71, and recommends its adoption.

Respectfully submitted on behalf of the members of the Committee on Transportation and Culture and the Arts,
