STAND. COM. REP. NO. 1931
Honolulu, Hawaii
RE: H.C.R. No. 70
H.D. 1
Honorable Ronald D. Kouchi
President of the Senate
Thirty-Third State Legislature
Regular Session of 2025
State of Hawaii
Sir:
Your Committees on Transportation and Culture and the Arts and Energy and Intergovernmental Affairs, to which was referred H.C.R. No. 70, H.D. 1, entitled:
"HOUSE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF TRANSPORTATION TO FACILITATE AND ACCELERATE THE ADOPTION OF SUSTAINABLE AVIATION FUELS TO DECARBONIZE HAWAIʻI'S TRANSPORTATION SECTOR AND SUPPORT THE STATE'S CLIMATE GOALS,"
beg leave to report as follows:
The purpose and intent of this measure is to request the Department of Transportation to facilitate and accelerate the adoption of sustainable aviation fuels across Hawaii's aviation sector to decarbonize Hawaii's transportation sector and support the State's climate goals.
Your Committees received testimony in support of this measure from the Department of Transportation; Alaska Airlines; Hawaiian Airlines; Hawaiʻi Renewable Fuels Coalition; Par Hawaii; Coalition Earth; Island Energy Services, LLC; and two individuals.
Your Committees find that the transportation sector is the single largest contributor to greenhouse gas emissions in the State, accounting for approximately forty—eight percent of total emissions. Your Committees further find that traditional aviation fuel, a significant source of greenhouse gas emissions within the transportation sector, can be replaced by sustainable aviation fuels that significantly reduce emissions. Your Committees conclude that facilitating the adoption of these sustainable aviation fuels will decarbonize the State's transportation sector and contribute to the State's clean energy future.
As affirmed by the records of votes of the members of your Committees on Transportation and Culture and the Arts and Energy and Intergovernmental Affairs that are attached to this report, your Committees concur with the intent and purpose of H.C.R. No. 70, H.D. 1, and recommend its adoption.
Respectfully submitted on behalf of the members of the Committees on Transportation and Culture and the Arts and Energy and Intergovernmental Affairs,
