Your Committee on Energy and Intergovernmental Affairs, to which was referred H.C.R. No. 68 entitled:
"HOUSE CONCURRENT RESOLUTION REQUESTING THE MAYOR OF THE CITY AND COUNTY OF HONOLULU, HONOLULU CITY COUNCIL, AND DEPARTMENT OF PARKS AND RECREATION OF THE CITY AND COUNTY OF HONOLULU TO CREATE A DEDICATED ANIMAL EDUCATION AND TRAINING COMPLEX WITHIN KALAELOA PARKLANDS,"
begs leave to report as follows:
The
purpose and intent of this measure is to request the Mayor of the City and
County of Honolulu, Honolulu City Council, and Department of Parks and
Recreation of the City and County of Honolulu to create a dedicated animal
education and training complex within the Kalaeloa parklands.
Your Committee received testimony in support of this measure from the American Kennel Club, West Oahu Kennel Club, Ember Paws Dog Training, Pacific Pet Alliance, and twenty-four individuals.
Your Committee finds that it has been difficult for local pet owners, trainers, and 4H groups working with animals to find suitable animal-friendly venues for dog shows, dog sports, cat shows, bird shows, and free flight bird areas. Your Committee recognizes that the City and County of Honolulu has recently taken ownership of approximately four hundred acres in Kalaeloa and intends to use these lands for public park and public recreational purposes. According to testimony received by your Committee, the creation of a dedicated animal education and training complex within the Kalaeloa parklands as requested by this measure would not only support the needs of local pet owners and trainers but also foster responsible animal ownership and community engagement.
As affirmed by the record of votes of the members of your Committee on Energy and Intergovernmental Affairs that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 68, and recommends its adoption.
