Madame:

 

     Your Committee on Transportation, to which was referred H.C.R. No. 43 entitled:

 

"HOUSE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF TRANSPORTATION AND DEPARTMENT OF LAW ENFORCEMENT TO STUDY THE POSSIBILITY OF A HIGHWAY PATROL AND SPEED CAMERAS ALONG MAJOR FREEWAYS AND HIGHWAYS IN PRIMARY AREAS OF SPEEDING,"

 

begs leave to report as follows:

 

     The purpose of this measure is to request the Department of Law Enforcement and Department of Transportation to study the possibility of a highway patrol and the installation of speed cameras along major freeways and highways in primary areas of speeding.

 

     Your Committee received testimony in support of this measure from the Oahu Metropolitan Planning Organization; Life of the Land; and one individual.  Your Committee received testimony in opposition to this measure from one individual.  Your Committee received comments on this measure from the Judiciary; Department of Law Enforcement; Department of Transportation; and one individual.

 

     Your Committee finds that increasing traffic congestion and excessive speeding on the State's roadways pose significant risks to drivers, passengers, bicyclists, and pedestrians.  Limited resources among local law enforcement agencies make it challenging to effectively enforce speed limits and address traffic safety concerns.  This measure aims to enhance enforcement and reduce speed-related crashes by looking into the possibility of implementing speed cameras on major freeways and highways in the State.

 

     Your Committee has amended this measure by:

 

     (1)  Expanding the scope of the study to include the impact this measure would have on the district courts;

 

     (2)  Amending its title in accordance with its amended purpose; and

 

     (3)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 43, as amended herein, and recommends that it be referred to your Committee on Judiciary & Hawaiian Affairs in the form attached hereto as H.C.R. No. 43, H.D. 1.
