Sir:

 

     Your Committees on Energy and Intergovernmental Affairs and Transportation and Culture and the Arts, to which was referred H.C.R. No. 203 entitled:

 

"HOUSE CONCURRENT RESOLUTION URGING THE COUNTY OF MAUI TO PRIORITIZE THE DEVELOPMENT AND PLANNING OF THE NORTHERN TERMINUS OF THE KIHEI NORTH-SOUTH COLLECTOR ROAD,"

 

beg leave to report as follows:

 

     The purpose and intent of this measure is to urge the County of Maui to prioritize the development and planning of the northern terminus of the North-South Collector Road.

 

     Your Committees did not receive any testimony on this measure.

 

     Your Committees find that the envisioned purpose of the North-South Collector Road on Kihei, Maui, is to alleviate traffic congestion on South Kihei Road and Piilani Highway.  However, the completion of North-South Collector Road has yet to be realized, perpetuating traffic challenges for the residents and visitors on Maui.  This measure aims to help facilitate the completion of the North-South Collector Road, including its northern terminus, to accommodate current and future transportation demands, enhance public safety, and support the region's economic vitality. 

 


 

     Your Committees have amended this measure by:

 

     (1)  Replacing the Maui Planning Department with the Maui Public Works Department as a collaborating agency for the identification and designation for the northern terminus of the North-South Collector Road; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity and consistency.

 

     As affirmed by the records of votes of the members of your Committees on Energy and Intergovernmental Affairs and Transportation and Culture and the Arts that are attached to this report, your Committees concur with the intent and purpose of H.C.R. No. 203, as amended herein, and recommend its adoption in the form attached hereto as H.C.R. No. 203, S.D. 1.
