Madame:

 

     Your Committee on Energy & Environmental Protection, to which was referred H.C.R. No. 190 entitled:

 

"HOUSE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF HEALTH TO CONVENE A DEMOLITION WASTE REDUCTION WORKING GROUP,"

 

begs leave to report as follows:

 

     The purpose of this measure is to request the Department of Health to convene a Demolition Waste Reduction Working Group.

 

     Your Committee received testimony in support of this measure from the Department of Accounting and General Services; Re-use Hawaiʻi; Environmental Caucus of the Democratic Party of Hawaiʻi; Hawaiʻi Reef and Ocean Coalition; Climate Protectors Hawaiʻi; and Energy Justice Network.  Your Committee received comments on this measure from the Department of Health.

 

     Your Committee finds that the State's landfills are nearing capacity and that there is significant community opposition to the expansion of existing facilities or the establishment of new facilities.  Your Committee further finds that construction and demolition waste represents one of the largest contributors to solid waste in Hawaii.  This measure helps bring together stakeholders and experts to develop solutions to reduce construction and demolition waste and increase deconstruction and reuse practices.

 

     Your Committee has amended this measure by:

 

     (1)  Changing the composition of the Working Group;

 

     (2)  Adding the Chairperson of the Board of Education, Director of Transportation, and President of the University of Hawaii to the list of recipients of certified copies of this measure; and

 

     (3)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Energy & Environmental Protection that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 190, as amended herein, and recommends its adoption in the form attached hereto as H.C.R. No. 190, H.D. 1.
