Sir:

 

     Your Committee on Ways and Means, to which was referred H.C.R. No. 183 entitled:

 

"HOUSE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF TAXATION AND THE ECONOMIC RESEARCH ORGANIZATION AT THE UNIVERSITY OF HAWAII TO COLLABORATE AND DEVELOP DATA DRIVEN ANALYSES OF THE IMPACTS OF TAX POLICIES ON ECONOMIC DEVELOPMENT, MIGRATION PATTERNS, AND OTHER FACTORS AFFECTING PUBLIC POLICY,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to request the Department of Taxation and the Economic Research Organization at the University of Hawaii to collaborate on a data-driven analysis of the impacts of the State's tax policies on economic development, migration patterns, and other factors affecting public policy.

 

     Your Committee received testimony in support of this measure from the University of Hawaii System, Hawaii Food Industry Association, and Hawaii Renewable Fuels Coalition.

 

     Your Committee received comments on this measure from the Department of Taxation.

 

     Your Committee finds that the analysis requested by this measure will contribute to the development of a more resilient, diversified, and sustainable economy in the State by providing the Legislature with data on the effects of tax policy on economic behavior.

 

     As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 183, and recommends its adoption.
