Your Committees on Energy and Intergovernmental Affairs and Public Safety and Military Affairs, to which was referred H.C.R. No. 164, H.D. 1, entitled:
"HOUSE CONCURRENT RESOLUTION URGING THE CITY AND COUNTY OF HONOLULU, COUNTY OF MAUI, COUNTY OF HAWAII, AND COUNTY OF KAUAI TO CREATE AND MAINTAIN A COMPREHENSIVE LIST OF HURRICANE REFUGES AND SHELTERS ELECTRONICALLY ACCESSIBLE TO THE PUBLIC,"
beg leave to report as follows:
The
purpose and intent of this measure is to urge the City and County of Honolulu,
County of Maui, County of Hawaii, and County of Kauai to create and maintain a
comprehensive list of all designated emergency refuges and shelters.
Your Committees received testimony in support of this measure from the State Council on Developmental Disabilities, Hawaii Climate Change and Health Working Group, and three individuals.
Your Committees received comments on this measure from the Department of Education.
Your Committees find that, despite Hawaii's rising risk of experiencing extreme weather events, no county currently offers a comprehensive electronically-accessible list on a government-run website that provides crucial information regarding emergency hurricane refuges and shelters. According to testimony received by your Committees, this lack of transparency undermines public preparedness and poses serious risks to health and safety during extreme weather events. This measure aims to support health equity by helping to ensure that all residents can locate suitable shelter options.
As affirmed by the records of votes of the members of your Committees on Energy and Intergovernmental Affairs and Public Safety and Military Affairs that are attached to this report, your Committees concur with the intent and purpose of H.C.R. No. 164, H.D. 1, and recommend its adoption.
