Madame:

 

     Your Committee on Transportation, to which was referred H.C.R. No. 137 entitled:

 

"HOUSE CONCURRENT RESOLUTION URGING THE DEPARTMENT OF TRANSPORTATION, DEPARTMENT OF EDUCATION, AND CITY AND COUNTY OF HONOLULU TO ENSURE THE SAFETY OF KIPAPA ELEMENTARY STUDENTS USING SCHOOL CROSSWALKS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to urge the Department of Transportation, Department of Education, and City and County of Honolulu to implement visibility enhancement measures on the Kuahelani Avenue crosswalk at Kipapa Elementary School.

 

     Your Committee received testimony in support of this measure from Kīpapa Elementary School; Kipapa Elementary School Community Council; and eight individuals.  Your Committee received comments on this measure from the Department of Education.

 

     Your Committee finds that pedestrian safety remains a critical concern, with thousands of pedestrians injured or killed in traffic accidents each year.  The crosswalk on Kuahelani Avenue near Kipapa Elementary School presents significant hazards due to limited visibility from road curvature, parked vehicles, and high traffic volume.  This measure aims to improve pedestrian safety at this high-risk location by implementing necessary safety measures, such as installing warning signs and speed bumps, to ensure the safety of students and other pedestrians who frequent this area.

 

     Your Committee has amended this measure by:

 

     (1)  Changing its title to make technical amendments; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 137, as amended herein, and recommends that it be referred to your Committee on Education in the form attached hereto as H.C.R. No. 137, H.D. 1.
