STAND. COM. REP. NO. 1880

Honolulu, Hawaii

RE:    H.C.R. No. 133

Honorable Ronald D. Kouchi

President of the Senate

Thirty-Third State Legislature

Regular Session of 2025

State of Hawaii

Sir:

Your Committee on Public Safety and Military Affairs, to which was referred H.C.R. No. 133 entitled:

"HOUSE CONCURRENT RESOLUTION STRONGLY SUPPORTING THE CONSTRUCTION OF A FLOATING DRYDOCK AT PEARL HARBOR,"

begs leave to report as follows:

The purpose and intent of this measure is to strongly support the construction of a floating drydock at Pearl Harbor.

Your Committee received testimony in support of this measure from the Hawaii Military Affairs Council and one individual.

Your Committee finds that the construction of a new drydock at Pearl Harbor is critically needed to repair and maintain submarines and surface fleet vessels for the United States Navy.  The Pearl Harbor Naval Shipyard is also the largest industrial employer in the State, with over six thousand five hundred civilian Hawaii employees, and a significant construction project at this location would positively impact the local economy by providing additional jobs.  Accordingly, this measure declares the Legislature's strong support of the construction of a new floating drydock at Pearl Harbor thereby reinforcing Hawaii's role as a key hub for the Navy's operations in the Pacific.

As affirmed by the record of votes of the members of your Committee on Public Safety and Military Affairs that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 133, and recommends its adoption.

Respectfully submitted on behalf of the members of the Committee on Public Safety and Military Affairs,
