Madame:

 

     Your Committee on Transportation, to which was referred H.C.R. No. 129 entitled:

 

"HOUSE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF TRANSPORTATION, DEPARTMENT OF EDUCATION, AND DEPARTMENT OF TRANSPORTATION OF THE COUNTY OF MAUI TO COLLABORATE TO PROPOSE VIABLE SOLUTIONS TO IMPROVE PEDESTRIAN AND TRAFFIC SAFETY AND RELIEVE TRAFFIC CONGESTION AROUND HAIKU ELEMENTARY SCHOOL,"

 

begs leave to report as follows:

 

     The purpose of this measure is to request the Department of Transportation, Department of Education, and Department of Transportation of the County of Maui to collaborate to propose viable solutions to improve pedestrian and traffic safety and relieve traffic congestion around Haiku Elementary School.

 

     Your Committee received testimony in support of this measure from two individuals.  Your Committee received comments on this measure from the Department of Education.

 

     Your Committee finds that traffic congestion and safety concerns around Haiku Elementary School have become a growing issue, particularly during school drop-off and pick-up times.  Your Committee further finds that parents, teachers, and community members have raised concerns about pedestrian safety, the need for better traffic management, and infrastructure improvements to enhance safety and efficiency.  This measure will improve traffic flow near Haiku Elementary School, ensuring the safety of students and other pedestrians.

 

     Your Committee has amended this measure by making a technical, nonsubstantive amendment for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 129, as amended herein, and recommends that it be referred to your Committee on Education in the form attached hereto as H.C.R. No. 129, H.D. 1.
