Madame:

 

     Your Committee on Economic Development & Technology, to which was referred H.C.R. No. 119 entitled:

 

"HOUSE CONCURRENT RESOLUTION ENDORSING TAIWAN'S INTERNATIONAL PARTICIPATION, SUPPORTING THE SIGNING OF A UNITED STATES-TAIWAN BILATERAL TRADE AGREEMENT, AND COMMEMORATING THE RELATIONSHIPS AND EXCHANGES BETWEEN THE STATE OF HAWAII AND TAIWAN,"

 

begs leave to report as follows:

 

     The purpose of this measure is to endorse Taiwan's international participation, support the signing of a United States-Taiwan bilateral trade agreement, and commemorate the relationships and exchanges between the State of Hawaii and Taiwan.

 

     Your Committee received testimony in support of this measure from the Department of Business, Economic Development, and Tourism; and Taipei Economic and Cultural Office.

 

     Your Committee finds that the United States and Taiwan are bonded by a shared commitment to democracy, freedom, and human rights and have bolstered their trade relations through the United States-Taiwan Initiative on 21st Century Trade.  Your Committee further finds that Hawaii and Taiwan have a sister-state relationship and have engaged in various cultural and language exchanges.  This measure reflects Hawaii's support for Taiwan's participation in international organizations and continued economic partnership with the United States and acknowledges the long-standing relationship between Hawaii and Taiwan.

 

     Your Committee has amended this measure by:

 

     (1)  Adding the President of the Republic of China to the list of recipients of certified copies of this measure; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Economic Development & Technology that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 119, as amended herein, and recommends that it be referred to your Committee on Judiciary & Hawaiian Affairs in the form attached hereto as H.C.R. No. 119, H.D. 1.
