Madame:

 

     Your Committee on Energy & Environmental Protection, to which was referred H.C.R. No. 106 entitled:

 

"HOUSE CONCURRENT RESOLUTION REQUESTING THE HAWAII STATE ENERGY OFFICE TO CONDUCT A STUDY EVALUATING THE FEASIBILITY OF ESTABLISHING A GREEN BONDS PROGRAM IN THE STATE,"

 

begs leave to report as follows:

 

     The purpose of this measure is to request the Hawaii State Energy Office to conduct a study evaluating the feasibility of establishing a green bonds program in Hawaii.

 

     Your Committee received testimony in support of this measure from Coalition Earth and two individuals.  Your Committee received comments on this measure from the Hawaiʻi State Energy Office.

 

     Your Committee finds that addressing climate change and advancing renewable energy initiatives require innovative financing mechanisms to support sustainable infrastructure and conservation efforts.  Green bonds offer a viable funding solution, as they are specifically designed to finance projects that promote clean energy, climate resilience, and environmental sustainability.  This measure helps the State evaluate the feasibility of establishing a green bonds program in Hawaii.

 

     As affirmed by the record of votes of the members of your Committee on Energy & Environmental Protection that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 106 and recommends that it be referred to your Committee on Finance.
