     Your Committee on Judiciary & Hawaiian Affairs, to which was referred H.B. No. 995 entitled:

 

"A BILL FOR AN ACT RELATING TO FIREARMS REPORTING,"

 

begs leave to report as follows:

 

     The purpose of this measure is to amend the annual reporting requirements imposed on the Department of the Attorney General and the chief of police of each county regarding licenses to carry firearms.

 

     Your Committee received testimony in support of this measure from the Department of the Attorney General; Honolulu Police Department; and one individual.  Your Committee received testimony in opposition to this measure from four individuals.

 

     Your Committee finds that the statutory deadlines for reporting firearm license data place undue constraints on the Department of the Attorney General and county police departments.  Under existing law, the Department of the Attorney General must publish its annual report by April 1, but county police departments are required to submit their data by February 1, limiting the time available for aggregation and review.  This measure extends the county police departments' reporting deadline to March 31 and removes the April 1 publication deadline, ensuring more accurate and comprehensive reporting and allowing the Department to complete its responsibilities within existing resources.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary & Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 995 and recommends that it pass Second Reading and be placed on the calendar for Third Reading.
