Madame:
Your Committee on Labor, to which was referred H.B. No. 989 entitled:
"A BILL FOR AN ACT RELATING TO PLANS,"
begs leave to report as follows:
The purpose of this measure is to:
(1) Update the requirements for plans filed with the Registrar's Office;
(2) Require the filing fees to conform with fee schedules adopted in Hawaii Administrative Rules; and
(3) Authorize the Department of Accounting and General Services to approve the format of plans and drawing scales.
Your
Committee finds that the State's filing and approval process for plans to
develop land can be inefficient, costly, and wasteful. Your Committee also finds that when a plan is
deemed to be unsatisfactory from which copies cannot be made, submission of
certified copies and certification letters are required which further delay the
filing of plans and creates unnecessary paper waste. Your Committee believes that this measure increases
the efficiency of filing plans by updating the required materials on which
plans can be drawn on and streamlining the approval process to the Department
of Accounting and General Services.
Your Committee has amended this measure by:
(1) Clarifying that filing fees are pursuant to rules adopted by the Department of Accounting and General Services;
(2) Changing the effective date to July 1, 3000, to encourage further discussion; and
(3) Making technical, nonsubstantive amendments for clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Labor that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 989, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 989, H.D. 1, and be referred to your Committee on Finance.
