Madame:
Your Committee on Finance, to which was referred H.B. No. 925, H.D. 2, entitled:
"A BILL FOR AN ACT RELATING TO THE ARTS,"
begs leave to report as follows:
The purpose of this measure is to:
(1) Establish a Performing Arts Special Fund to be used by the State Foundation on Culture and the Arts for the coordination, planning, promotion, marketing, and execution of performing arts events; and
(2) Require each state agency to transfer into the Performing Arts Special Fund revenues equal to one percent of all ticket sales from concerts held at state venues under its ownership and management.
Your Committee received testimony in support of this measure from the State Foundation on Culture and the Arts and one individual. Your Committee received comments on this measure from the Department of Budget and Finance; Department of Business, Economic Development, and Tourism; University of Hawaiʻi System; and Hawaiʻi Tourism Authority.
Your Committee has amended this measure by:
(1) Leaving unspecified the percentage of concert ticket sales to be collected; and
(2) Making a technical, nonsubstantive amendment for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 925, H.D. 2, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 925, H.D. 3.
