Madame:
Your Committee on Health, to which was referred H.B. No. 903, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO STUDENT HEALTH,"
begs leave to report as follows:
The
purpose of this measure is to:
(1) Authorize schools to maintain a stock supply of bronchodilators to be administered under certain conditions;
(2) Authorize certain employees of a school and Department of Education personnel to administer certain medication in emergency situations, under certain conditions; and
(3) Amend prescription drug labeling requirements to include certain information related to a school, if applicable.
Your Committee received testimony in support of this measure
from the Department of Health; Department of Education; Hawai‘i
State Center for Nursing; Hawai‘i Association of Professional Nurses; Hawai‘i
Primary Care Association; Hawai‘i Public Health Association; Hawai‘i
Children's Action Network Speaks!; Hawai‘i-American Nurses Association; AlohaCare;
American Lung Association; and three individuals. Your Committee received comments on this
measure from the Department of the Attorney General and Hawaii Association for
Justice.
Your Committee finds
that asthma is one of the most common conditions affecting children in
Hawaii. Your Committee further finds
that the timely access to bronchodilators can be life-saving during an asthma
episode. Your Committee believes that
ensuring rapid access to life-saving medications, such as bronchodilators, will
strengthen school health services and protect the health of Hawaii's children.
As affirmed by the record of votes of the members of your Committee on Health that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 903, H.D. 1, and recommends that it be referred to your Committee on Finance.
