Your Committee on Finance, to which was referred H.B. No. 88, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO STUDENT ATHLETES,"

begs leave to report as follows:

The purpose of this measure is to establish and appropriate funds for a student athlete travel pilot program to provide funds for intra-county travel expenses for student athletes of counties with a population of less than five hundred thousand.

Your Committee received testimony in support of this measure from Molokai High School Athletics and two individuals. Your Committee received testimony in opposition to this measure from one individual. Your Committee received comments on this measure from the Department of the Attorney General and Department of Education.

Your Committee notes the concerns of the Department of the Attorney General in its written testimony on this measure, that any sports-related travel for student athletes must comply with applicable federal and state laws.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 88, H.D. 1, and recommends that it pass Third Reading.
