Your Committee on Finance, to which was referred H.B. No. 871, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO THE HAWAIIAN HOMES COMMISSION ACT,"

begs leave to report as follows:

The purpose of this measure is to clarify that Act 130, Session Laws of Hawaii 2024 (Act 130), which amended the Hawaiian Homes Commission Act to increase the loan limit for direct loans provided by the Department of Hawaiian Home Lands, takes effect on the earlier of the date of the Secretary of the Interior's notification letter that Act 130 does not require congressional approval, or on the date that approval by the United States Congress becomes law.

Your Committee received testimony in support of this measure from the Department of Hawaiian Home Lands.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 871, H.D. 1, and recommends that it pass Third Reading.
