Your Committee on Finance, to which was referred H.B. No. 86, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES,"

begs leave to report as follows:

The purpose of this measure is to appropriate funds to the Department of Land and Natural Resources for the establishment of one full-time equivalent permanent Program Specialist V position to coordinate and implement actions necessary to meet the goals and objectives of the Makai Watch Program.

Your Committee received testimony in support of this measure from the Office of Hawaiian Affairs; Hawaiʻi Ocean Legislative Task Force; Mālama Pūpūkea-Waimea; Makahanaloa Fishing Association; Kuaʻāina Ulu ʻAuamo; Hawaiʻi Reef and Ocean Coalition; Hana Business Council; Hawaiʻi Farmers Union; The Nature Conservancy, Hawaiʻi and Palmyra; Mālama Learning Center; Save Honolua Coalition; and five individuals. Your Committee received comments on this measure from the Department of Land and Natural Resources.

Your Committee has amended this measure by changing the number of positions established to an unspecified number.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 86, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 86, H.D. 2.
