Madame:

Your Committee on Higher Education, to which was referred H.B. No. 840 entitled:

"A BILL FOR AN ACT RELATING TO THE UNIVERSITY OF HAWAII ATHLETICS,"

begs leave to report as follows:

The purpose of this measure is to appropriate funds for the program and operations of athletics departments of the University of Hawaii.

Your Committee received testimony in support of this measure from the University of Hawaiʻi at Manoa and University of Hawai'i at Hilo.

Your Committee finds that the funds appropriated by this measure will support student‑athletes and athletic programs of the University of Hawaii System, including for ongoing costs related to nutrition programs, athletic training services, recruitment, and travel.

Your Committee has amended this measure by:

(1) Changing the amounts appropriated and the number of positions to be funded to unspecified amounts;

(2) Changing the effective date to July 1, 3000, to encourage further discussion; and

(3) Making a technical, nonsubstantive amendment for the purposes of clarity, consistency, and style.

Your Committee respectfully requests your Committee on Finance, should it deliberate on this measure, to consider an appropriation amount of $8,519,341 for the program and operations of the athletics departments at the University of Hawaii, to be allocated as follows:

(1) $3,200,000 for each fiscal year to the University of Hawaii at Manoa athletics department;

(2) $800,000 for each fiscal year to the University of Hawaii at Hilo athletics department; and

(3) $4,519,341 for each fiscal year to establish forty-three temporary full-time equivalent (43.0 FTE) positions at the University of Hawaii at Manoa athletics department and provide additional support.

As affirmed by the record of votes of the members of your Committee on Higher Education that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 840, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 840, H.D. 1, and be referred to your Committee on Finance.
