Your Committee on Finance, to which was referred H.B. No. 833, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO COMMUNITY LAND TRUSTS,"

begs leave to report as follows:

The purpose of this measure is to support the expansion of community land trusts by authorizing, and appropriating funds for, the Hawaii Housing Finance and Development Corporation to establish a five-year Community Land Trust Equity Pilot Program to provide community land trusts with a low-cost line of credit for affordable housing purposes.

Your Committee received testimony in support of this measure from the Hawaii Housing Finance and Development Corporation; Kohala Community Land Trust; Council for Native Hawaiian Advancement; Lahaina Community Land Trust; LIMBY Hawaiʻi; Maui Chamber of Commerce; HI Good Neighbor; and one individual.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 833, H.D. 1, and recommends that it pass Third Reading.
