Your Committee on Finance, to which was referred H.B. No. 818, H.D. 2, entitled:

"A BILL FOR AN ACT RELATING TO THE WAIAKEA COMMUNITY DEVELOPMENT DISTRICT,"

begs leave to report as follows:

The purpose of this measure is to:

(1) Establish the Waiakea Peninsula Community Development District and the Waiakea Peninsula Community Development District Special Fund; and

(2) Specify the powers and duties of the Hawaii Community Development Authority as it relates to the new development district.

Your Committee received testimony in support of this measure from the Hawaiʻi Community Development Authority; one member of the Hawaiʻi County Council; Banyan Drive Hawaiʻi Redevelopment Agency; and one individual. Your Committee received comments on this measure from the Department of the Attorney General and Department of Budget and Finance.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 818, H.D. 2, and recommends that it pass Third Reading.
