Your Committee on Labor, to which was referred H.B. No. 815 entitled:
"A BILL FOR AN ACT RELATING TO HEALTH INSURANCE,"
begs leave to report as follows:
The purpose of this measure is to require health benefits plans established by Board of Trustees of the Employer-Union Health Benefits Trust Fund to meet or exceed the requirements of the Prepaid Health Care Act.
Your Committee finds that members enrolled in the Employer-Union Health Benefits Trust Fund often pay forty percent of the total cost of their medical premiums while private sector employees covered under Hawaii's Prepaid Health Care Act contribute no more than 1.5 percent. Your Committee further finds that this measure will ensure that health benefits plans established by the Board of Trustees of the Employer-Union Health Benefits Trust Fund meet or exceed requirements under Hawaii's Prepaid Health Care Act, providing more affordable health care options.
Your Committee has amended this measure by changing the effective date to July 1, 3000, to encourage further discussion.
As affirmed by the record of votes of the members of your Committee on Labor that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 815, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 815, H.D. 1, and be referred to your Committee on Consumer Protection & Commerce.
