Madam and Sir:

 

     Your Committee on Conference on the disagreeing vote of the House of Representatives to the amendments proposed by the Senate in H.B. No. 806, H.D. 1, S.D. 2, entitled:

 

"A BILL FOR AN ACT RELATING TO FIREWORKS,"

 

having met, and after full and free discussion, has agreed to recommend and does recommend to the respective Houses the final passage of this bill in an amended form.

 

     The purpose of this measure is to reduce the use of illegal fireworks by appropriating funds to the Department of Law Enforcement for:

 

     (1)  Conducting sting operations on Oahu to enforce fireworks ordinances or laws;

 

     (2)  Establishing an explosives and firearms laboratory on Oahu;

 

     (3)  Establishing a new explosive enforcement section, including staffing, within the Department's Criminal Investigation Division; and

 

     (4)  Establishing a fireworks program to provide educational campaigns to promote public safety and awareness through advertising and promotional videos.

 

     Your Committee on Conference has amended this measure by:

 

     (1)  Inserting the following appropriation amounts:

 

          (A)  $500,000 for sting operations on Oahu for fiscal year 2025-2026 and the same sum for fiscal year 2026-2027; and

 

          (B)  $2,000,000 to establish an explosives and firearms laboratory on Oahu for fiscal year 2025-2026 only;

 

     (2)  Deleting the unspecified appropriations and positions for the Explosive Enforcement Section and fireworks educational campaigns;

 

     (3)  Changing the effective date to July 1, 2025; and

 

     (4)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the managers of your Committee on Conference that is attached to this report, your Committee on Conference is in accord with the intent and purpose of H.B. No. 806, H.D. 1, S.D. 2, as amended herein, and recommends that it pass Final Reading in the form attached hereto as H.B. No. 806, H.D. 1, S.D. 2, C.D. 1.
