Sir:

 

     Your Committee on Water and Land, to which was referred H.B. No. 800, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO GOVERNMENT,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to:

 

     (1)  Provide for the transfer of certain parcels in the Liliha Civic Center area and Iwilei Fire Station area from various state agencies to the City and County of Honolulu;

 

     (2)  Provide for the transfer of the parcel of land on which Alii Place is sited from the City and County of Honolulu to the Department of Land and Natural Resources;

 

     (3)  Repeal the sunset provision of Act 4, Session Laws of Hawaii 2024;

 

     (4)  Require the City and County of Honolulu to accept the properties transferred in satisfaction of all amounts owed by the Hawaii Housing Finance and Development Corporation under the Kapolei roadways, drainage, and sewer settlement; and

 

     (5)  Exempt the lands transferred to the Department of Land and Natural Resources from the definition of "public lands" for the purposes of chapter 171, Hawaii Revised Statutes.

 

     Your Committee received testimony in support of this measure from the Department of Land and Natural Resources, Department of Accounting and General Services, Hawaii Housing Finance and Development Corporation, and one individual.

 

     Your Committee received testimony in opposition to this measure from the City and County of Honolulu.

 

     Your Committee received comments on this measure from the Association of Unit Owners of Senior Residence at Iwilei.

 

     Your Committee finds that the State is in need of additional office space and often relies on private commercial office space to meet its needs.  This measure provides the State with an opportunity to secure long-term office space for state agencies.

 

     Your Committee has amended this measure by:

 

     (1)  Deleting language that would have required the City and County of Honolulu to accept the properties transferred in satisfaction of all amounts owed by the Hawaii Housing Finance and Development Corporation under the Kapolei roadways, drainage, and sewer settlement;

 

     (2)  Inserting an effective date of July 1, 2040, to encourage further discussion; and

 

     (3)  Making technical, nonsubstantive amendments for the purposes of clarity and consistency.

 

     As affirmed by the record of votes of the members of your Committee on Water and Land that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 800, H.D. 1, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 800, H.D. 1, S.D. 1, and be referred to your Committee on Ways and Means.
