Madame:
Your Committee on Water & Land, to which was referred H.B. No. 800 entitled:
"A BILL FOR AN ACT RELATING TO GOVERNMENT,"
begs leave to report as follows:
The
purpose of this measure is to:
(1) Provide for the transfer of certain parcels in the Liliha Civic Center area and Iwilei Fire Station area from various state agencies to the City and County of Honolulu;
(2) Provide for the transfer of the parcel of land on which Alii Place is sited from the City and County of Honolulu to the State;
(3) Repeal the sunset provision of Act 45, Session Laws of Hawaii 2024, which allows the counties to share in the burden of facilitating the development, construction, financing, refinancing, or other provision of mixed-use developments, including low- and moderate-income housing projects, and issue county bonds for this purpose;
(4) Require the City and County of Honolulu to accept the properties transferred in satisfaction of all amounts owed by Hawaii Housing Finance and Development Corporation under the Kapolei roadways, drainage, and sewer settlement; and
(5) Exempt the lands transferred to the Department of Land and Natural Resources from the definition of public lands for purposes of chapter 171, Hawaii Revised Statutes.
Your Committee finds that this measure will help address the State's pressing need for office space by creating an opportunity for state agencies to secure long-term office spaces, reducing government reliance on private commercial office space.
Your Committee has amended this measure by:
(1) Changing the effective date to July 1, 3000, to encourage further discussion; and
(2) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Water & Land that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 800, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 800, H.D. 1, and be referred to your Committee on Finance.
