Madame:
Your Committee on Finance, to which was referred H.B. No. 800, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO GOVERNMENT,"
begs leave to report as follows:
The purpose of this measure is to:
(1) Provide for the transfer of certain parcels in the Liliha Civic Center area and Iwilei Fire Station area from various state agencies to the City and County of Honolulu;
(2) Provide for the transfer of the parcel of land on which Alii Place is sited from the City and County of Honolulu to the State;
(3) Repeal the sunset provision of Act 45, Session Laws of Hawaii 2024, which allows the counties to share in the burden of facilitating the development, construction, financing, refinancing, or other provision of mixed-use developments, including low- and moderate-income housing projects, and issue county bonds for this purpose;
(4) Require the City and County of Honolulu to accept the properties transferred in satisfaction of all amounts owed by the Hawaii Housing Finance and Development Corporation under the Kapolei roadways, drainage, and sewer settlement; and
(5) Exempt the lands transferred to the Department of Land and Natural Resources by this measure from the definition of public lands for purposes of chapter 171, Hawaii Revised Statutes.
As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 800, H.D. 1, and recommends that it pass Third Reading.
