Madame:

 

     Your Committee on Legislative Management, to which was referred H.B. No. 792 entitled:

 

"A BILL FOR AN ACT RELATING TO GOVERNMENT SERVICES,"

 

begs leave to report as follows:

 

     The purpose of this measure is to clarify the Office of the Legislative Analyst.

 

     Your Committee received testimony in support of this measure from one individual.

 

     Your Committee finds that the Office of the Legislative Analyst, established by Act 347, Session Laws of Hawaii 1990, was created to assist the Legislature with fiscal, budgetary, and tax analyses and to play a critical role in providing timely and informed policy research to members of the House and Senate.  However, the Office of the Legislative Analyst has not been staffed since its creation and has instead resulting in the Legislature's reliance on session staff which can lead to gaps in institutional knowledge and delays in the research process.  To address this, this measure clarifies the role of the Office of the Legislative Analyst, ensuring continuity in fiscal and budgetary research and enhancing the Legislature's ability to make well-informed policy decisions.

 

     Your Committee has amended this measure by changing the effective date to July 1, 3000, to encourage further discussion.

 

     As affirmed by the record of votes of the members of your Committee on Legislative Management that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 792, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 792, H.D. 1, and be referred to your Committee on Judiciary & Hawaiian Affairs.
