Your Committee on Finance, to which was referred H.B. No. 778, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO INTEGRATED LAND USE,"

begs leave to report as follows:

The purpose of this measure is to require the Office of Planning and Sustainable Development to conduct an integrated land use study that incorporates the State's various climate and sustainability goals and studies to serve as a guide for planning and decision-making on the use of agricultural lands.

Your Committee received testimony in support of this measure from the Office of Planning and Sustainable Development; Hawaiʻi Farm Bureau; and Hawaiʻi Farmers Union.

Your Committee has amended this measure by:

(1) Changing the appropriations to unspecified amounts; and

(2) Changing the number of full-time equivalent planner positions to an unspecified number.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 778, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 778, H.D. 2.
