Madame:

 

     Your Committee on Finance, to which was referred H.B. No. 763, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO CIVIC EDUCATION,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Establish a Hawaii Civic Education Trust Fund for the educational benefit of students in the Hawaii public school system; and

 

     (2)  Appropriate funds for the expansion of civic education in public schools.

 

     Your Committee received testimony in support of this measure from the Office of Hawaiian Affairs; Commission to Promote and Advance Civic Education; American Judicature Society; Democratic Party of Hawaiʻi Education Caucus; Young Democrats of Hawaiʻi; Hawaiʻi State Teachers Association; and seven individuals.  Your Committee received comments on this measure from the Department of Budget and Finance and Department of Education.

 

     Your Committee notes the concern that authorizing the Superintendent of Education to allocate Hawaii Civic Education Trust Fund monies for operations of the Department of Education may go beyond the scope of the title of this measure.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 763, H.D. 1, and recommends that it pass Third Reading.
