Your Committee on Finance, to which was referred H.B. No. 754, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO COMMUNITY SCHOOLS,"

begs leave to report as follows:

The purpose of this measure is to appropriate funds to the Department of Education for community schools, including for one full-time equivalent program manager position.

Your Committee received testimony in support of this measure from Kohala Elementary School; Hawaiʻi Children's Action Network Speaks!; Hawaiʻi Afterschool Alliance; Education Caucus of the Democratic Party of Hawaiʻi; Pacific Resources for Education and Learning; Early Childhood Action Strategy; Hawaiʻi State Teachers Association; Hawaii Appleseed Center for Law & Economic Justice; Hawaiʻi ʻOhana Support Network Advisory Committee; and six individuals. Your Committee received comments on this measure from the Department of Human Services and Department of Education.

Your Committee has amended this measure by:

(1) Changing the appropriation to an unspecified amount; and

(2) Changing the number of positions established to an unspecified number.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 754, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 754, H.D. 2.
