Your Committee on Energy & Environmental Protection, to which was referred H.B. No. 742 entitled:
"A BILL FOR AN ACT RELATING TO TRANSIT-ORIENTED DEVELOPMENT,"
begs leave to report as follows:
Your Committee received testimony in support of this measure from the University of Hawaiʻi System; Hawaiʻi YIMBY; Holomua Collaborative; Hawaii Appleseed Center for Law & Economic Justice; Mana Up; Title Guaranty Hawaiʻi; HPM Building Supply; and one individual. Your Committee received comments on this measure from the Hawaii Housing Finance and Development Corporation; Hawaiʻi Community Development Authority; and Office of Planning and Sustainable Development.
Your Committee finds that the Iwilei/Kapalama and University of Hawaii West Oahu districts have been identified as transit-oriented development infrastructure improvement districts, meaning these districts are within county-designated transit-oriented development zones or within close proximity to a proposed or existing transit station. Your Committee further finds that environmental impact statements should be prepared for these districts to identify the potential effects of development on surrounding land and natural resources.
Your Committee has amended this measure by:
(1) Changing the effective date to July 1, 3000, to encourage further discussion; and
(2) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Energy & Environmental Protection that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 742, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 742, H.D. 1, and be referred to your Committee on Water & Land.
