Madame:

 

     Your Committee on Finance, to which was referred H.B. No. 741, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO HOUSING,"

 

begs leave to report as follows:

 

     The purpose of this measure is to exempt certain projects funded by the Affordable Homeownership Revolving Fund from prevailing wage provisions.

 

     Your Committee received testimony in support of this measure from the Hawaii Housing Finance and Development Corporation; Hawaii Habitat for Humanity Association; Hawaiʻi Community Lending; and one individual.  Your Committee received testimony in opposition to this measure from the Hawaii Regional Council of Carpenters.  Your Committee received comments on this measure from the Maui Chamber of Commerce.

 

Your Committee has amended this measure by:

 

     (1)  Changing to an unspecified amount the threshold of Affordable Homeownership Revolving Fund use below which certain affordable housing projects are exempt from prevailing wage provisions; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 741, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 741, H.D. 2.
