Your Committee on Finance, to which was referred H.B. No. 716, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO HEALTH,"

begs leave to report as follows:

The purpose of this measure is to establish a grant program within the Department of Health, to be administered by the State Health Planning and Development Agency, to support a certified, hosted, and maintained health information technology infrastructure and the implementation of interoperable health information technologies for federally qualified health centers, rural health clinics, Ryan White HIV/AIDS Program centers, and Native Hawaiian health centers in Hawaii.

Your Committee received testimony in support of this measure from the Healthcare Association of Hawaii; Waikiki Health; Hawaiʻi Pacific Health; OCHIN; and Waianae Coast Comprehensive Health Center. Your Committee received comments on this measure from the Department of Health; State Health Planning and Development Agency; and Hawaii Primary Care Association.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 716, H.D. 1, and recommends that it pass Third Reading.
