Your Committee on Finance, to which was referred H.B. No. 683, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO STUDENT TRANSPORTATION,"

begs leave to report as follows:

The purpose of this measure is to establish and appropriate funds for student transportation coordinators for each county to strengthen student transportation services across the State.

Your Committee received testimony in support of this measure from the Hawaiʻi State Teachers Association; Democratic Party of Hawaiʻi Education Caucus; Oahu Metropolitan Planning Organization; Ulupono Initiative; and one individual. Your Committee received comments on this measure from the Department of Education and Hawaii Government Employees Association, AFSCME Local 152, AFL-CIO.

Your Committee has amended this measure by changing the number of full-time equivalent permanent student transportation coordinator positions to an unspecified number.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 683, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 683, H.D. 2.
