Your Committee on Finance, to which was referred H.B. No. 636, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO CAPITAL IMPROVEMENT,"

begs leave to report as follows:

The purpose of this measure is to establish and appropriate funds for a school capital improvement project modernization initiative in the School Facilities Authority to create a planning database for school facilities.

Your Committee received testimony in support of this measure from the School Facilities Authority; EPD Corp.; Hawaiʻi State Teachers Association; and one individual. Your Committee received comments on this measure from the Department of the Attorney General; Department of Education; and Department of Budget and Finance.

Your Committee has amended this measure by:

(1) Clarifying that the School Facilities Authority shall submit the relevant reports to the Board of Education; and

(2) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 636, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 636, H.D. 2.
