Madame:

 

     Your Committee on Water & Land, to which was referred H.B. No. 528, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO RESIDENTIAL LEASEHOLDS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to exempt state and county lands leased after July 1, 2025, for an initial period of no less than ninety-nine years from residential leasehold and residential leasehold condominium and cooperative housing corporation requirements.

 

     Your Committee received testimony in support of this measure from the Hawaii Housing Finance and Development Corporation.

 

     Your Committee finds that exempting leased state and county lands with an initial lease period of at least ninety-nine years from existing residential leasehold requirements will enable the State to more effectively manage its lands.

 

     As affirmed by the record of votes of the members of your Committee on Water & Land that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 528, H.D. 1, and recommends that it be referred to your Committee on Judiciary & Hawaiian Affairs.
